- 1-1/2 cup Semisweet Chocolate Chips

Which is the thickening agent? The chocolate or the condensed milk? I want a very thick fudge for a cupcake filling, and don’t want it to be at all runny. Would adding more chocolate chips make it thicker? Or more condensed milk? Or add powdered sugar to thicken? What do you think?
